PURPOSE:To reduce surface resistance and enhance durability of antistatic treatment by providing an antistatic layer consisting of an antistatic agent and a water absorbing high molecules on the surface of a base, over which a resin film layer is provided. CONSTITUTION:An antistatic layer 2 and a resin film layer 3 are laminated successively on a base 1. The base 1 is composed of polyolefin group resin such as polyethylene or the like and nylon and thermoplastic resin such as nylon resin or the like. The antistatic layer 2 is composed of an antistatic agent and water absorbing high molecules. As for the antistatic agent, alkylphoric acid diethanolamine or the like is used, while as the water absorbing high molecules, sodium acrylic acid or the like is used. Desirably the adding volume of the antistatic agent to an antistatic treatment agent is around 0.01-5 wt. % to water, while the adding volume of water absorbing high molecules is around 0.001-5 wt. % to water. A resin film layer 3 provided on the antistatic layer 2 should be formed so thinly as not to reduce the antistatic effect. As the antistatic layer 2 is wet properly with the water content absorbed to the water absorbing molecules, the surface resistance of the base 1 is reduced to a large extent.
