PURPOSE:To attain input/output of a picture with uniform picture quality regardless of input/output direction to/from a memory by providing plural communication control sections transmitting/receiving a picture data in a different communication system and a means controlling the picture element density of the picture data stored in the picture memory to be constant in any communication system. CONSTITUTION:The plural communication control sections 26, 27 transmitting/ receiving a picture data through different communication lines in different communication system and means 28, 29, 210, 211 controlling the picture element density of the picture data stored in the picture memory 23 to a constant value in any communication system are provided. Thus, in case of input/output with respect to the picture memory 23, the picture element density is controlled to a constant value. Thus, even with the input/output direction with respect to any memory depending on the difference in the picture communication system, the same picture processing is attained independently of the communication system and the constitution of hardware is also simplified.
