PURPOSE:To measure a small flow rate and a gas flow rate and to reduce the size and weight of an instrument by detecting the quantity of rotary displacement of a spiral blade plate arranged freely rotatably in a flow passage against a return spring. CONSTITUTION:When fluid to be measured runs in the spiral blade rotary body 1 as shown by A, rotary moment is generated at a spiral blade 3 according to the flow rate. The rotary body 1, therefore, rotates as shown by B against the energizing force of the spiral spring 6 which generates rotary moment against the rotary moment. At this time, the rotary body 1 rotates and stops at the rotary position where the rotary moment generated by the deformation of the spiral spring 6 and the rotary moment generated at the blade plate 3 balance with each other. Here, a light part 2a and a dark part 2b are formed on the external surface of a cylinder body 2 spirally in different colors, so the boundary line 2c of the colors at the stop position of the rotary body 1 is viewed through a light transmission window 8 and then the flow rate of the fluid to be measured is known on the flow rate scale 8a in the light transmission window 8.
