PURPOSE:To facilitate provision of polishing characteristics responding to desired polishing removing amount distribution, by a method wherein, by distributing polishing grains responding to magnetic force intensity distribution through attraction of polishing grains to a reference surface through the action of a magnetic force, polishing grains are transferred and migrated to a holding body. CONSTITUTION:The resistance values of variable resistors 12 and 13 of an electromagnet drive part 8 are set, and with switches 14 and 15 brought into an ON-state, on electromagnet is actuated to provide magnetic, flux distribution density. When polishing grains are attracted to a reference surface 2a by causing a reference body 2 to approach to a magnetic polishing grains 20, the attracted polishing grains are distributed in response to magnetic flux density distribution, and the polishing grains are arranged in a manner that the direction of an elongated part extends vertically. The reference body 2, where the desiredly-distributed grains are held, is pressed in contact with a polishing grain holding member 22 in a state to actuate an electromagnet, and a holding body pitch is cured in a pressed state by natural cooling or forced cooling. Thereafter, after, with the switches 14 and 15 brought into an OFF-state, the actuation of the electromagnet is stopped, the reference body 2 is removed, and in which case, the polishing grains 20 are transferred and fixedly held on the surface of the hold member 22.
