PURPOSE:To eliminate the need of a master station by comparing the transmission interruption number of transmitting message of the other station with the address of its own station and controlling the output of the transmitting message. CONSTITUTION:The transmission interruption number detecting part 3 of a network controller 1 of its own station detects the transmission interruption number of the transmitting message of the other station passing through a transmission line 2. When this detection number and the address of its own station coincide, a transmitting message output part 5 is activated through an interruption number/its own station address comparing part 4 and a transmitting message in its own station is outputted to the transmission line 2. According to this constitution in which a network is constructed by deciding the transmission timing of its own station in accordance with the transmission interruption number in the transmitting message of the other station, a master station is eliminated and a node number is not limited, and the extension and the curtailment of the system can be executed easily.
