PURPOSE:To prevent incomplete operation and fault such as abnormal increase of inner pressure by providing a margin for a spindle thereby preventing contact with the inner wall of a valve body even if inlet/outlet of an orifice diameter hole expands/deforms through high temperature. CONSTITUTION:A hole 2c for receiving a spindle 3 is made through a valve body 2 in the direction crossing perpendicularly with holes 2d, 2e at primary and second sides. The spindle 3 is provided with a hole 3a having an orifice diameter for regulating a throttle with a clearance 3b being provided on the outer circumferential face, and stopped rotatably to the valve body 2 through a stop ring 4. Since inlet-outlet of the hole 3a does not contact with the inner wall of the valve body even when it is expanded/deformed through high temperature, turning of spindle is not disabled. Furthermore, since constant exhaust can be made at all times by means of the clearance 3b, fault such as abnormal increase of inner pressure or explosion can be prevented.
