PURPOSE:To reduce through currents minimally by organically coupling a booster circuit and a voltage detector by a control circuit consisting of a count er, a gate, a selecting circuit, etc. CONSTITUTION:A voltage detector 3 detects height from a fixed level of the voltage of a booster circuit 6, and outputs the result of the detection to a con trol circuit. The control circuit 7 changes the period of a boosting signal phi1 by information acquired from an output signal from the voltage detector 3, and operates the booster circuit so that an output is kept constant without depending upon load fluctuation. A counter 73 and a counter control circuit 72 controlling the counter are set up in order to measure currents consumed in the load 5. Consequently, a signal group CL from a frequency dividing circuit 2 and a data from the updown counter 73 are input to a selecting circuit 71, and the circuit 71 outputs the signal phi1 to the booster circuit 6. The counter control circuit 72 outputs signals UP, DW at short and long cycles.
