PURPOSE:To prevent general calling from pressuring the transmission of a synchronizing answer signal from a general subscriber signal and a remote station to a local exchange by separating transactions for transmitting call signals from those for transmitting general signals, and monitoring the idle number of the transactions for transmitting the general signals. CONSTITUTION:The transactions for transmitting call signals T are separated from the transactions for transmitting general signals 11. An idle number moni tor device of transactions for transmitting general signals 12 is provided, and it usually monitors the idle number of the transactions for transmitting general signals 11. If the idle number becomes below a previously decided specified value, the transactions for transmitting call signals 7 is blocked, and new calling is restricted. Thus, the progress of congestion can be prevented.
