PURPOSE:To stabilize the carrying speed of a portable medium and to attain accurate reading by arranging a 2nd carrying means in the vicinity of an insertion port independently of a 1st carrying means, and when carrying is to be executed prior to carrying operation based upon the 2nd carrying means, executing the idle running of the 2nd carrying device. CONSTITUTION:When a magnetic card 3 is inserted from an insertion port 5 into a guide case 1, the card 3 is interposed between a driving roll 39 to be the 2nd carrying means and an idle roll 41 and carried to the magnetic head 15 side. When the card 3 reaches between the driving roll 9 and an idle roll 11 at constant speed, the card 3 is carried by the driving force of the roll 9 and a magnetic head 15 reads out information on a magnetic stripe 13. Since the diameter of the roll 9 is slightly larger than that of the roll 39, the card 3 is carried at speed slightly faster than the carrying speed of the roll 39, a clutch pulley 45 is applied to the roll 39 at that time and the roll 39 is turned to an idle running state, so that stable reading can be attained.
