PURPOSE:To obtain the scanning light of stable scan speed by giving an initial bias angle to a rotor and setting the driving timing of an exciting current within a prescribed range. CONSTITUTION:The static neutral position of a rotor 22 is set to a position to which the position where the rotor 22 faces a yoke is initially biased by a prescribed angle. The rotor 22 supplies an approximately sine wave output to an output terminal in a accordance with the quantity of reflected light of an optical sensor 29, and electric waveform shaping and delay are performed on the basis of this detector output waveform to control the timing of the driving signal supplied to an exciting coil 26. Consequently, a light beam 100 projected to a reflection mirror 24 of the electromagnetically rotor 22 is reflected and scanned like a scanning light 200 by rotation of the rotor 22, and the scan speed is determined by the torsional natural frequency of a torsion bar 16, and the scanning light of stable scan speed is obtained.
