PURPOSE:To obtain the titled cosmetic having excellent curl retaining power and touch, containing a specific copolymer, a specific nonionic surface active agent, an ionic surface active agent, a silicone oil, a specific hair fixing high polymer, ethanol and water in a specific ratio. CONSTITUTION:(A) 0.1-5wt.% dimethylpolysiloxane polyoxyalkylene copolymer having 20-45 deg.C cloud point is blended with (B) 0.02-2.5wt.% nonionic surface active agent having >=10HLB, (C) 0.01-0.5wt.% ionic surface active agent, (D) 0.05-10wt.% silicone oil, (E) 0.1-10wt.% hair fixing high polymer soluble in water or ethanol/water (50/50 by weight ratio), (F) 2-40wt.% ethanol and (G) 30-97wt.% water as essential components to give an emulsion type hair cosmetic which forms a uniform film, has excellent setting power, low irritation to the skin, excellent shelf stability and fragrance stability and improved feeling is use.
