Several parallel spaced stationary cutting comb teeth (22) of a stationary blade (18) are introduced into loops (12) from a faundation fabric (11) of a loop sheet (10) as the sheet is fed along a path. The loops are cut on their legs near the heads of the respective loops by several movable cutting comb teeth (30) of a movable blade (19), producing a hook (26) from each severed loop. The severed leg and its respective loop move in and along an adjacent pair of spaced guide grooves (24) in the stationary blade. The severed leg is then cut at a second point near the foundation fabric by reciprocating several parallel movable cutting comb teeth (33) of a second movable blade (20).
