PURPOSE:To simultaneously distribute one and same program to lots of subscribers by providing a memory device to an exchange system and adding a multi-connection function. CONSTITUTION:When the control section 7 of an information center 6 receives the distribution request of the same time zone as to the same program from plural subscribers, a channel 10 selects an idle time zone and sends a program from a source file memory device to the memory device 4 of an exchange system 2 to apply copying. At the arrival of a time band on request, the control section 67 of the information center 6 references the program management data to distributes the program. In this case, when the program is copied in the memory device 4, the control section 7 gives an instruction to the control section 14 of the exchange system 2 as to the program. Thus, even if one and the same program is concentrated on the same time zone, the program is distributed efficiently.
