PURPOSE:To hold the concentration of toner nearly constant and to maintain an excellent development state by supply a subordinate developer into a main developer storage part corresponding to the consumption of the toner in a main developer in developing operation. CONSTITUTION:A hopper 38 for supplying the toner 36 is partitioned by a 2nd partition plate 42 which has a subordinate opening hole 40 into the toner storage part 44 and a subordinate developer storage part 46 and when the main developer 26 which is a mixture of the toner 36 and magnetic carriers is put in the main developer storage part 56 and agitated, the movement of the developer from the subordinate developer storage part 46 is not caused unless the toner 36 is consumed to hold the toner concentration of the developer in the main developer storage part 56 nearly constant. When the main developer 26 in the main developer storage part decreases the constant toner concentration as the toner 36 is consumed for the developing operation, the subordinate developer 58 enters the main developer storage part 56 from the subordinate developer storage part 46 through the main opening hole 30 of a 1st partition member 32 and the developer is agitated in the main developer storage part to recover to the nearly constant toner concentration.
