PURPOSE:To surely supply power by detecting a fact that an actuating member works up to a prescribed position with the insertion of portable medium and supplying power to the medium with a prescribed time delay. CONSTITUTION:When an IC care 1 is inserted and a slide member 4 is pushed, a plate 9 gets out of a projecting part 4a of the member 4 and is kept horizontal. Thus the member 4 is locked by the spring 9 and the same time a hanging part 9a of the spring 9 is put into a sensor 11 to cutoff light. Then a lock detecting light cutoff signal is outputted from the sensor 11 and a control signal is supplied to a control circuit in response to said light cutoff signal. This control signal closes a power supply switch with a prescribed time delay and the power is supplied to the card 1.
