PURPOSE:To easily establish a virtual circuit by using a link protocol of a 2nd layer to collect the state of a remote station and establishing the virtual circuit of a 4th layer. CONSTITUTION:In establishing a virtual circuit from a local device 1 to a remote device 2, the collection of all port information of the device 2 is started via a management section mgt1 from a virtual circuit section VC1. In this case, the device 1 discriminates the state of the port of the device 2. The inquiry is applied by using a link protocol in the data link layer. When a reply exists in the device 1 and the condition that the virtual circuit section coincident with the attribute of the port of the device 2 is not in use is arranged, the virtual circuit is allowed. The allowed state is confirmed and then the transport layer is used for the virtual circuit section 2, the connection of the virtual circuit is established to start data transfer.
