PURPOSE:To increase the encoding efficiency of a runlength encoding by changing the direction of a scanning line to execute the runlength encoding by the vertical and horizontal size of an image. CONSTITUTION:A main control part 4, when the vertical direction is larger than an image size in a memory part 1 compared with a horizontal direction, controls to read memory data in the longitudinal direction to an address control part 2. The read data are inputted through an image data bus 6 to a runlength encoding part 3. For this reason, even in any black and white runs, the run to scan in the longitudinal direction has more long runs and the encoding efficiency for the part is improved.
