Preparation of multiple water/oil/water emulsions comprises: (a) processing a mixture of an oil body, an active agent and a lipophilic first emulsifier, under strong shearing, to a water/oil pre-emulsion A; and (b) further treatment of this, under weak shearing, with an aqueous second emulsifier. In step (a), 10-30 wt.% of oil body, 1-20 wt.% of active agent and 1-10 wt.% of an emulsifier mixture are used in step (a), all based on the pre-emulsion A. The emulsifier mixture comprises fatty acid partial glycerides, polyglycerin esters and/or polyglycerin polyhydroxystearates. 1-10 wt.% of the second emulsifier is used, based on the multiple water/oil/water emulsion. 50-90 wt.% of pre-emulsion A is used, based on the multiple water/oil/water emulsion. The second emulsifier is selected from (i) addition products of ethylene oxide with fatty alcohols and/or steroids and optionally (ii) fatty alcohols. |
