The device comprises two associated clamps 1, 2 whose articulation parts are symmetrical and comprise an opposing lateral surface 13, 14 in the shape of a portion of a cylinder having, as its axis, the said pivot pin 12, the two opposing lateral surfaces 13, 14 being clamped into one same split cylindrical ring 17 in order to form the articulation, and the articulation parts 9, 10 being shaped, moreover, to allow the clamps 1, 2 to be opened. An elastic means 18 for returning the clamps 1, 2 to the closed position consists of an elastic seal 18 interposed between one edge of the split of the ring 17 and one clamp 2. The symmetry of the components reduces the manufacturing costs of the device. <IMAGE>
