PURPOSE:To avoid useless transfer and purge to a buffer memory device at the time of programming and to prevent the lowering of system efficiency by providing an instruction that an operand data load isn't executed explicitly to the buffer memory device. CONSTITUTION:A mode that a load isn't executed to a buffer memory 2 that is, a specified transfer instruction having a transfer mode where a load inhibiting signal 9 is driven is provided. Therefore the load isn't executed to an area 5a and the useless operation which lowers the efficiency of the buffer memory device 2 is avoided. That means when the special instruction is executed previously, a flag 8 is set so as not to execute the load to the buffer memory 2 even if operation isn't in the buffer device 2 by fetching data according to instructions hence onward after driving the load inhibiting signal 9.
