PURPOSE:To improve the utilization efficiency of a magnetic disk by utilizing a swap area as a work area for field system reconstitution. CONSTITUTION:When files are rearranged, a file rearrangement utility program 6 informs a swap suppressing means 3 of the start of file rearrangement. The swap suppressing means 3 having being informed that the rearrangement start is zero operates to inhibit a swap control means 2 from swapping out data from a memory device 1 to a swap device 4 and the swap control means 2 having being instructed so inhibits the swapping-out operation. Then, the file rearrangement utility program 6 utilizes the swap device 4 as a file saving area to rearrange a file system.
