PURPOSE:To improve the quality of a video by making a threshold by which a picture of the smallest distortion is obtained a standard thershold when the next picture is divided into an area in which the movement is violent and an area in which the movement is reduced. CONSTITUTION:In an animation picture area, a processing in a field is performed in a processing circuit 8 in the field and in a still picture area, a processing between frames is performed by a processing circuit 9 between the frames. The sum of the distortion after all the picture is processed is calculated to the respective thresholds. Real processing data every picture element or block is stored only at the time of the threshold used in the present picture. Then, the sum of the distortion is compared by a distortion comparator circuit 11 and the threshold of the smallest distortion is made the threshold of the next picture. Thereby, the threshold can be sequentially approached to an optimum value while some pictures are processed and the quality of the video can be improved. |
