PURPOSE:To enable a device to be compacted, by incorporating a rod and a sleeve coaxially to a body, building in a cylinder device, and providing stoppers which adjust the transferred end positions of the rod and the sleeve. CONSTITUTION:A piston 7, a rod 6 and a cutter 19 are firstly located on transferred ends in the direction of an arrow A, and a sleeve 3 and a cutter 18 are located on transferred ends in the direction of an arrow B. Here, the distance between the cutters 18, 19 is narrowed, so that both surfaces of a work piece 1 held by the cutters 18, 19 are machined simultaneously. Next, when pressure oil is fed to a pressure oil hole 9 and a pressure oil hole 8 is opened, the piston 7, the rod 6 and the cutter 19 are transferred in the direction of the arrow B, and a stopper nut 17 is transferred to a position where it is touched with a stopper block 15. Simultaneously, the sleeve 3 and the cutter 18 are transferred in the direction of the arrow A, and a stopper nut 13 is transferred to a position where it is touched with a stopper block 12, so that each one of the cutters 18, 19 can be removed from the work piece 1.
