PURPOSE:To decrease the loading frequency of overlay programs by increasing the memory capacity through a memory capacity increasing means according to the deciding result of a memory capacity deciding means. CONSTITUTION:A start deciding means 3 decides to start a means 2 which loads an overlay program P0 containing the integrated functions or a means 2 which loads the overlay programs P1-Pn of each function through optional selection based on an option indication. If it is decided that the means 2 is started by the means 3, a memory capacity detecting means 4 obtains the usable memory capacity of a main memory to inform it to a memory capacity deciding means 6. The means 6 compares the memory capacity of the program P0 held by a memory capacity holding part 5 with the result received from the means 4 and delivers the shortage of memory capacity if confirmed to a memory capacity increasing means 7. Then the means 7 increases the shortage of the memory capacity. Then the program P0 is loaded to the main memory from an external memory device 8.
