PURPOSE:To suppress the signal deterioration at restoration and to excellently send a data by quantizing an input signal as it is at the time of a difference exceeds the range of a quantized level and sending the coded signal obtained by coding together with an information signal representing the excess of the quantized level range. CONSTITUTION:Only when an output (b) of a subtractor 402 is larger than or nearly equal to the dynamic range of the input signal to a nonlinear quantization circuit 403, a deciding circuit 409 outputs a reset signal (e). A local decoding section 410 uses the reset signal (e) as a preset signal and an input signal converted into a digital signal by an A/D converter 401 is inputted to a delay circuit 406 in the local decoding section 410. Only when the reset signal (e) is inputted, a switch circuit S1 is thrown to the position of terminal (a) and a signal adding a prescribed reset pattern just before the input signal (a) after A/D conversion is outputted from a reset signal adding circuit 404.
