PURPOSE:To make raw stock soft in a state wherein the raw stock is hardly damaged to make the raw stock into small taffeta, by feeding a cotton mass to a rotatable drum equipped with a great number of protruded parts on the inner periphery and rotating the drum. CONSTITUTION:A cotton mass A is fed to a rotary drum 1 equipped with a great number of protruded parts 2 on the inner periphery and opened. The cotton mass is approximately evenly made bulky from the whole outer layer parts by actions such as hooking, pulling, etc., with the protruded parts, softened and separated into small masses. The small masses are readily made into small taffeta by pulling action with the protruded parts, the pulling action with the protruded parts is carried out without force and damage to the fibers is little.
