PURPOSE:To eliminate an operation error, and to prevent a data from being broken down, by providing a starting and processing means for reading in a resource name, a name of stored resource and position information from a resource managing information storage means in accordance with a name corresponding to the work contents which have been given, and sending the relevant information out to a work executing means. CONSTITUTION:A work executing means 12 which has received resource information refers to each unit resource information corresponding to a resource name, obtains information required for the processing from a magnetic disk device 5b, a floppy disk device 6, a magnetic tape storage device 7, etc., and executes a prescribed work. In this case, as for the previous same unit resources, they are frozen and a collection of unit resources is constituted separately and newly, and stored, new resources are generated without changing a state of the original unit resources and managed without changing a state of the original unit resources. Accordingly, an operator for holding a terminal equipment 2 complies the latest program which has been set to the work executing means 12, for instance, a source program and edits it to a program required for a system of the operator, and can utilize it for a necessary part of his own processing system.
