PURPOSE:To eliminate the instability of a lamp excitation due to the mobile rubidium metal by using a semiconductor cooling element provided between a rubidium lamp and a fitting cap of a heating transistor (TR) so as to fix the rubidium metal in the rubidium lamp near the semiconductor cooling element. CONSTITUTION:Plural semiconductor cooling elements 6 are fixed between metallic evaporation films 5, 5' along the circle of the bottom face of the rubidium lamp 1 by a conductive paint. In causing a current to flow to the elements 6, the rubidium lamp 1 is cooled and the opposite side is heated. The bottom of the rubidium lamp 1 is cooled by applying power to the elements 6 to heat the fitting cap 4. Thus, the rubidium metal in the rubidium lamp 1 is gathered around the elements 6 to prevent the movement to other places.
