PURPOSE:To shorten the stand-by time by adding a comparator, a reference voltage source, a chopping circuit, and an OR gate. CONSTITUTION:A temperature detector 2 allows a constant-current to flow to a platinum filler 11 from a constant-current circuit 13, changes a temperature variation to a voltage variation, and sends it to comparators 4, 6 through a pre-amplifier 14. In case the comparator of a voltage property has been used, a low temperature time use reference voltage device 15 and a control temperature use reference voltage device 16 are used as reference value generators. An OR gate 17 for executing preferentially an on-output of a low temperature time quick heating comparator 4 and a control point output suppressing comparator 6 is used, and by a solid state relay 18, a heater 12 which has been heated by an AC voltage source 19 is brought to an on/off control.
