PURPOSE:To make it possible to manually operate a throttle valve by connecting the first rotor with a motor driving system by means of a motor driving force transmitting means at the time of normal state and by releasing a motor driving force transmitting means and catching a rotation transmitting means at the time of abnormal state. CONSTITUTION:A motor driving force transmitting means 25 for transmitting a motor driving force is provided in the motor and the first rotor 22 of a throttle actuator 20, which operates at the time of normal state. The first rotor 22 shifts to the second position and claws 28a, 28b operate as a rotation transmitting means 28 at the time of abnormal state and torque to the first rotor 22 is transmitted by means of the pedal of an accelerator 3. Accordingly, a throttle valve can be mechanically and directly controlled even at the time of abnormal state.
