PURPOSE:To achieve a reduction in the power consumption and prolongation of a CPU running time or the like with a longer stoppage period, by arranging a flow rate detecting means made up of a large flow rate and fine flow rate detecting means to perform a measuring operation at a specified time interval with an intermittent circuit. CONSTITUTION:A large flow rate detecting means and a small flow rate detecting means for detecting a flow rate below a specified value each are made up of magnets different in magnetizing pattern turning integral with a rotating section 7, turning in proportion to a flow rate and a flow rate detecting means 6a and 4 and 6b and 4. And flow rate information detected quickly according to a flow rate is supplied to a control section 1 controlling a fluid cut valve. After the measurement, the measuring operation of the detecting means 4 is stopped through the control section 1 with an intermittent circuit 2, whereby a measuring operation is done at a specified time interval. This enables the prolongation of the stoppage period to achieve a reduction in power consumption, prolongation of running time of the CPU for other work or the like.
