PURPOSE:To prevent the loss of energy and the damage of a bearing, by isolating a rotating shaft by the operation of a governor mechanism during a high- speed rotation of a pulley, and thereby suppressing an excessive speed of the rotating shaft. CONSTITUTION:A cylindrical shroud 7 is provided on its one side opposite a pulley 21 with a cam member 8 formed by a frustoconical surface. There are provided between the cam member 8 and an outer peripheral portion of a washer 5 fixed to a rotating shaft 20 a plurality of steel balls 9 adapted to move radially outwardly from the rotating shaft 20 during its high-speed rotation. Accordingly, the movement of the steel balls 9 during the high-speed rotation provides for a cam operation of the cam member 8 to thereby move a friction plate 4 away from the pulley 21.
