PURPOSE:To obtain a high speed picture processor by providing a processor for executing a picture processing with a binary picture under the control of a program and a decoding circuit for decoding run length coded picture data outputted from the processor into binary picture element data. CONSTITUTION:Whether patterns in a 3X3 area coincide any pattern of the figures a-1-a-4 or coincide with a rotation, an inversion or a switching of picture elements patterns thereof or not is examined, and they are outputted to the decoding circuit 4 after noise is removed. The decoding circuit 4 converts the received run length code into the sequence of the picture element data in the direction of a line and stores in a picture memory device 1. This operation is repeated from the highest line to the lowest line, after it is completed, the picture element data stored in the picture memory device 1 is successively scanned from the most leftward column to the most rightward column, the sequence of the picture element data in the respective columns is converted into the run length code and outputted to the processor 3. The decoding circuit 4 converts the run length code outputted from the processor 3 into the sequence of the picture data in the direction of the column and stores in the picture memory device 1. Thereby, the high speed picture processor can be obtained.
