PURPOSE:To eliminate erroneous discrimination and stabilize discrimination by using selectively the output of a high-sensitivity discriminating circuit and that of a low-sensitivity discriminating circuit in accordance with data stored in a memory of a key switch to which a turn-on/off discriminating means corresponds. CONSTITUTION:The depression signal outputted from a key switch scanning circuit 1 is inputted to a high-sensitivity discriminating circuit 3 having the first level and a low sensitivity discriminating circuit 4 having the second level. Circuits 3 and 4 output the first and second discrimination signals which are turned on if the level of the signal is higher than respective levels and are turned off otherwise. A turn-on/off discriminating means 7 outputs turn-off data if the first discrimination signal of the circuit 3 is turned off when preceding data stored in a data memory 5 is turn-on data, and the means 7 outputs turn-on data if the second discrimination signal of the circuit 4 is turned on when preceding data is turn-off data, and the means 7 outputs the same data as preceding data otherwise.
