PURPOSE:To use a device at hydraulic pressure under optimum condition by providing a hydraulic pressure chamber and a spring, and controlling by the pressure of secondary side without using the pressure of primary side that varies largely. CONSTITUTION:Pressure of running water having pressure P1 of primary side is reduced through a communication hole 6 and the water is flowed to a secondary side piping 4 as pressure P2 of secondary side. When the secondary side pressure P2 rises, excessive pressure P2' goes to a hydraulic pressure chamber 7 from a through hole 12, and a flange part 10 is pushed up while resisting a spring 8. When maximum pressure is applied, a regulating valve 9 is positioned at a position shown in the figure to close the communication hole 6, and flowing in from the communication hole 6 is stopped. When secondary side pressure P2 drops, excessive pressure P2' becomes nil, and accordingly, the flange part 10 is pushed down by the spring 8, and the regulating valve 9 also goes down. Consequently, the communication hole 6 opens and restricted water flows from the primary side to secondary side. Water is flowed out from a liquid tank 3a through a water passage 3 so as to flow a fixed quantity of water.
