PURPOSE:To prevent a color oozing by performing the simultaneous output processes of two kinds of color difference signals using the different kinds of color difference signals at a present line and a preceding line of one frame or one field. CONSTITUTION:Since the kind of the color difference signal at the present line is different from that of the color difference signal at the preceding line of one frame or one field, the color difference signals, the kind of which is different from each other, at the present line and the preceding line of one frame or one field are supplied to a matrix circuit 6. In this way, the matrix circuit 6, similarly as stated above, generates and outputs three color primaries signals. When an inputted color difference signal is delayed by one frame at a delay circuit 10, the color oozing is not generated because the color difference signals at the present line and the preceding line of one frame are placed at the same position spatially.
