PURPOSE:To produce a program including a machine instruction even with no knowledge of the machine instruction, by providing a machine instruction description procedure call means, a machine instruction description procedure register means and a machine instruction production means. CONSTITUTION:A machine instruction description procedure call means 2 supplies the sentence structure code of a source program and searches the procedure name out of said structure code to produce a table into which the procedure name is buried. A machine instruction description procedure register means 3 supplies the machine instruction description procedure name used in the source program through the procedure name table and then supplies the source program of the corresponding procedure from a machine instruction description procedure library file 8. Then the sentence structure is analyzed for the input procedure source program and outputs this analyzed program to a machine instruction description procedure coding file 9. While a machine instruction generating means 4 supplies the sentence structure code of procedure from the file 9 and produces a machine instruction to deliver it to a target program generation processing part 5.
