PURPOSE:To form a ladder diagram of a sequencer by the connection of other symbols or connecting lines by binarizing longitudinally the symbol including a specific character or a mark to form a histogram, reading the singular point of the histogram in a symbol discriminating part to estimate the symbol and inputting it to a picture processing part. CONSTITUTION:The specific character or mark added symbol has a picture element distribution analyzed longitudinally in a picture element distribution analyzing part 9 and the histogram H corresponding to the characters or the marks relating to respective contacts, coils and instructions is formed. This histogram H represents a characteristic every symbol and based on such a characteristic, the type or the like of the symbol is read by the symbol decision part 10. The symbol read in this manner is inputted to the graphic processing part 11, connected to the other symbols recognized in a recognition part 4 and the connecting lines or the like, herein and the expected and read ladder diagram of the sequencer is displayed and outputted in a displays part 6.
