PURPOSE:To stabilize the picture processing and the write to a processed picture signal memory device and suppress the rise of the cost and prevent the malfunction by writing a picture signal in the picture signal memory device based on a grid clock signal and reading out the signal from the processed picture signal memory device after the picture processing based on the grid clock signal. CONSTITUTION:The picture signal is converted by an A/D converter 20A and is inputted to a picture signal memory 21A in synchronizing with a grid clock signal F. The read of the picture signal from the picture signal memory 21A, various picture processings 22A, and the write of the processed picture signal to a processed picture signal memory 23A are performed based on the another stabler clock signal X of a quartz oscillator. The read input and the reproducing output of an original are performed in order with the grid clock signal F, and picture processings 22A including the read from the memory 21A and the write to the memory 23A are performed based on the accurate clock signal of the quartz oscillator, thereby excluding an unnecessary distortion or the like.
