When the scrambler is activated, overmodulation can occur in the system due to the pre-emphasiser/de-emphasiser. The object of the invention is to prevent this and achieve a favourable signal-to-noise ratio. For this purpose, the invention provides that a switchable de-emphasiser (16) is disposed in the transmission arm downstream of the speech encryption device (scrambler) (9) and a switchable pre-emphasiser (17) is disposed in the reception arm upstream of the decryption device (descrambler) (11). A discrimination circuit (14) which is connected to the scrambler (9) and descrambler (11) and to the de-emphasiser (16) and the pre-emphasiser (17) defines the encryption combination dependence via the activation or non-activation of the de-emphasiser (16) and pre-emphasiser (17). <IMAGE>
