PURPOSE:To display an image which is thinned out at a proper thinning-out rate on a CRT at an optional position by adding a circuit which thins out and stores image information of a transmission original and adds a synchronizing signal to obtain a video signal. CONSTITUTION:A binary-coded image information signal (a) outputted from a readout part 1 is stored in the 1st memory 2 as it is and a thinning-out mode specifying circuit 5 fetches an original width detection signal (j) from the readout part 1 and an input information signal (k) containing the thinning-out rate and the specification of a display position to output a thinning-out mode specifying signal l. Then, a thinning-out signal generating circuit 4 outputs thinning-out signals (c) and (d) for determining the horizon tal and vertical directions of the display position and the image information signal (e) to be thinned out is outputted from a thinning-out circuit 3 to the 2nd memory circuit 7. Further, the 2nd memory circuit 7 outputs a video image information signal (f) in synchronization with vertical and horizontal synchronizing signals (g) and (h) for videos outputted from a video signal generating circuit 8 and a composite video signal (i) generated by a video signal generating circuit 8 is outputted to a video signal output interface circuit 9 together with the vertical and horizontal synchronizing signals.
