PURPOSE:To allow varied image information to be transmitted automatically and moreover an image of a penetrator to be confirmed by transmitting in sequence the image information of a more minute picture element than that of the image information transmitted in advance out of variable information between frames of a reference image and a current image by a calling command from a receiving side and also by making the image information have a sequential definition. CONSTITUTION:Voices which are sent by a microphone of the receiving side and issued by a speaker 32 will call the penetrator and allow its penetrator to pay an attention toward the speaker 32. In such a case, if a pickup device 1 is provided in the vicinity of its speaker 32, the image is transmissible by an uptake sequential definition during its calling by speaker or just after its calling and a desirable image is transmissible. At a transmitting side, when a frame of representative picture elements of image data in a reference image frame buffer 16 is compared with that of a current picture frame buffer 4 by a sequential definition control circuit 14, the picture element which has a larger difference between the above two frames than a reference value R4 is transmitted as a variable picture element, while the other picture elements are transmitted as zero picture elements after permitting the information of variable portions to be encoded compressively by an image compressing circuit 15.
