PURPOSE:To extract a desired character line from character lines including characters with KANA (giving the pronunciation of a Chinese character) by detecting the position of both edges and the average position of the partial area in accordance with the projection distribution and calculating the border section of the partial character line and the KANA area based upon this. CONSTITUTION:A character line detecting part 2 successively detects the character line from the picture information stored in a picture memory 1 and stores the area information of the position and the size of the character line to a line information storing part 3. A partial area calculating part 4 divides the stored character line into an (n) number of the partial area Ri, transfers respective pieces of information of the list direction of the character and the position and the size of the partial area Ri to a projection distribution extracting part 5 successively, and stores successively the projection distribution to the partial area Ri obtained to a partial projection storing part 6. An average position calculating part 7 calculates an average position mui from the projection distribution transferred successively by the partial projection storing part 6. A candidate section detecting part 8 obtains plural sections in which for the projection distribution successively transferred, the number of black picture elements come to be a prescribed slice level Ts or below. A border section calculating part 9 calculates the border section of the KANA line and the desired character line in the partial area.
