PURPOSE:To produce inexpensively a three-layered clad steel without having base metals with a simple installation by forming the solidified shell of the molten steel in a non-magnetic mold then forming a negative segregation layer to a prescribed thickness by electromagnetic induction stirring and adjustment of a heating coil and decreasing the heating intensity successively thereto to solidify the central part. CONSTITUTION:The molten steel in the non-magnetic mold 11 is slowly cooled to form the solidified shell 12 to the prescribed thickness (t) and thereafter the thickened molten steel stagnating near the region in proximity to the solidified shell 12 is migrated to the centripetal direction by the electromagnetic induction stirring 13 and the adjustment of the high-frequency heating coil 15 to form the low-component negative segregation layer 16 to the prescribed thickness l. The heating intensity 15 is thereafter decreased to solidify the central layer 17 having the high component concn. The three-layered clad steel which is satisfactorily joined is inexpensively produced with the simple device without preparing the base metal.
