PURPOSE:To simplify the circuit and to determine the priority order by writing logical value 1 on the memory element of the bit corresponding to the priority order when there are plural sets of data of the first and second priority order which compose a pair in the ring-shaped transmission route. CONSTITUTION:First of all, the second priority order of access control field (ACF) of the frame transmitted is inputted to frame priority order register (FOR) 14. When the frames turn around one course, the first priority order of ACF 5 is inputted to reserve priority order register (ROR) 15, and priority order controller 13 judges the order of FOR 14 and FOR 15. The priority order is decoded 23 and '1' is written on the bit 21' corresponding to the priority order. The first and second priority order is decoded 21, 22 through detection circuit 24, 25 respectively and registered 19, 20. If priority order is lowered while repeating this procedure, '0' is written on the corresponding bit. Thus, recoding of priority order is made possible by small memory capacity.
