PURPOSE:To realize a binary-coding process by which the grain of a character is not broken or blurred without using a ridge point/bottom point detecting circuit by performing the sum of products calculation of a two-dimensional adjacent picture element, the sum of the load of which becomes to be zero and deciding a binarization from the calculated result. CONSTITUTION:A picture information by every unit of a picture element outputted from a picture reader 11 is stored at a line buffer 121 in a binary-coding processor 12 in order and every time the picture information of one picture element is written, the picture informations of an attracted picture element P and the adjacent picture elements Q1, Q2...Q8 are read out from the buffer 121 and are inputted to a differential calculation deciding part 122. At the deciding part 122, when the picture information value of the attracted picture element P is larger than a prescribed threshold THU, a '1' (a black) is compulsorily outputted and when it is smaller than the THU, a '0' (a white) is compulsorily outputted and when they are equal, the differential calculation is performed. At the differential calculation, with setting the densities of the picture element P and the picture elements Q1, Q2...Q8 as a DP, a DQ1, DQ2...DQ8, a differential value D is calculated by a formula I and when the D is zero, the previous picture element Q4 is outputted as it is. When the D is positive, the '1' is outputted and the '0' is outputted when it is negative.
