PURPOSE:To form a water-insoluble foamed coating film having closed cell structure on the surface of heaped material, by mixing a solute giving a water- insoluble material after drying with a frothing agent capable of frothing said solute and applying the obtained coating composition to the surface of the heaped material. CONSTITUTION:A solute giving a water-insoluble material after drying (e.g. acrylate-styrene copolymer, acrylate-vinyl acetate copolymer, etc.) is mixed with a frothing agent capable of frothing said solute (preferably an anionic surfactant such as alkylsulfate salt, etc., in the case of an aqueous emulsion paint), and the obtained coating material is applied to the surface of a heaped material. The coating composition is dried and solidified on the surface of the heaped material in a state foamed by the frothing agent. A water-insoluble foamed coating film having closed cell structure can be produced. A continuous coating film free from the film defects can be applied even to a deposit of blocks having high void ratio.
