PURPOSE:To enable the determination of observation data corresponding to the position of a beacon station, by obtain an characteristic reception output from a set band when an antenna beam of an electromagnetic wave measuring meter scans the sky over the beacon station. CONSTITUTION:An electromagnetic wave measuring meter is provided with a band 15GHz as an example for third band to determine the position besides observation bands 23GHz and 31GHz and a plurality of beacon stations are provided on the earth to radiate an electromagnetic wave of the 15GHz. Then, N modulation outputs of the signal of 15GHz outputted from an amplifier 6 with 15GHz are identified 7, the amplitude intensity of the signal passing an identification filter 7 is detected 8 and the output signal of a detector 8 is converted 9 into digital from analog while the amplitude intensity value obtained simultaneously from the filter 7 is converted one-dimensionally. Then, the time when an antenna scans the sky over the beacon station accurately by analyzing time data outputted from the converter 10 and the amplitude intensity of the filters 7.
