PURPOSE:To obtain a converted image with least deterioration in the picture quality by so constituting the titled method that ones of the lines in the original image that are probable to disappear during the processings of contraction and conversion of the image are identified so that they do not disappear and are maintained in the converted image. CONSTITUTION:The positions of the attended image to be converted in the subscanning direction and the main scanning direction are counted respectively by a subscanning counter 1 and a main scanning counter 2 of the picture elements to be converted. Then the position of the original picture elements correspondent to the said ones to be converted is determined. Memories 3 and 4 stores the positional information of the position of the original picture elements correspondent to the attended ones to be converted, and together with an original- picture-element subscanning counter 6 and an original-picture-element main scanning counter 7, counts the position of the original picture elements that correspond with the ones to be converted. Line memories 8 and 9 output plural original picture elements including the specified ones as reference picture elements. Meanwhile, an area deciding part 5 decides the lines to be maintained out of the positional data of the picture elements to be converted and the area showing consitions of the maintaining. Lastly, a conversion-picture-element-deciding logical part 10 examines if the specified line satisfies the conditional equation of line discrimination or not, using the said area and the reference picture elements. If satisfying, assuming that the line exists in the converted image, substitutes the values of the line into the converted image.
