PURPOSE:To form a packed layer suitable for a heat treatment of iron powder by packing coarsely the raw material iron powder into a tray vessel, pressurizing evenly the surface with a pressing plate and oscillating the vessel thereby packing the iron powder into the vessel to approximately the uniform packed layer thickness and packing density. CONSTITUTION:Raw material powder P is fed from a supply chute 1 and is packed into the vessel 2 for heat treatment in order to heat-treat the raw mate rial iron powder in a furnace in which a reduced pressure atmosphere is maintained and to form the low C- and low-O steel powder by deoxidation reaction. The vessel 2 is conducted by a roller conveyor 3 to an oscillator section. The pressing plate 4a which is elastically supported via springs 4b by a cylinder 5 of a powder surface pressing device 4 is lowered down to a prescribed position to pressurize the surface of the powder P. Tapping devices 6 are operated to oscillate the vessel 2 by as much as the prescribed number of times while the powder surface is kept pressurized by the plate 4a. The packed raw material powder P is thus compacted.
